For thirty years, CommuniQuest has been involved in dispute resolution projects around the country. In addition, CommuniQuest has mediated and facilitated public hearings, meetings and workshops as well as citizen advisory committees for airport commissions and city, regional and state agencies. 

Training on Dispute Resolution

Ms. Eberhard is a mediator on the Los Angeles Superior Court panel, the Ventura County Superior Court panel and the Ventura County Dispute Settlement panel. She has mediated hundreds of cases specializing in business, particularly family-owned business disputes as well as public policy and environmental cases. This dispute resolution specialty has been demonstrated in projects for Regional Transportation Planning Agencies (RTPAs), individual airports, aviation user groups, the Federal Aviation Administration as well as for CalTrans Division of Aeronautics and aircraft manufacturers.

In addition, CommuniQuest has been a contractor to the Federal Aviation Administration (FAA) to teach community involvement and conflict resolution courses to management personnel. CommuniQuest was also a contractor to the FAA prior to and during the 1996 Olympic Games in Atlanta to provide dispute resolution and noise response services.

CommuniQuest has worked with more than 35 airports to develop and coordinate conflict management projects, conduct community outreach efforts or develop dispute resolution programs to enhance airport compatibility efforts. Recent clients include Los Angeles World Airports, Monterey Peninsula Airport, Hawthorne Municipal Airport, San Diego Airport Authority, and Santa Barbara Airport.

The firm’s owner, Christine Eberhard, brings significant mediation and management experience to public involvement and dispute resolution projects with a proven track record of successful programs. Ms. Eberhard is an innovative leader in system designs as well as project implementation for aviation and airport public outreach programs. CommuniQuest has extensive experience and expertise in many aspects of aviation and airport projects including FAR Part 150 Studies, Part 161 Studies, airspace studies, system plans, master plans and aviation forecasts.
