Judge Marks retired from the bench in 2009 after 21 years of service – 15 years as a Circuit Judge and 6 years as a Family Judge. Judge Marks has mediated or arbitrated hundreds of cases, presided over hundreds of trials and conducted thousands of settlement conferences in diverse areas of law, including personal injury, medical malpractice, legal malpractice, wrongful termination, sexual harassment, real estate disputes, condominium disputes, commercial matters, construction defects, trust & estate disputes, elder issues and divorce.

In 2006 Judge Marks was recognized as one of the top 500 judges in the United States by Law Dragon. In 2003 Judge Marks was named the first Jurist of the Year, an annual award given by the Hawaii Judiciary. Prior to her appointment to the bench, Judge Marks was the Supervising Attorney for the Regulated Industries Complaints Office of the Hawaii Department of Commerce and Consumer Affairs. Before her government work, Judge Marks was in private practice handling personal injury, antitrust, construction and commercial disputes.

Judge Marks received her JD from the University of Cincinnati College of Law. She was a national finalist on the National Moot Court Team and received the Lewis F. Powell Medallion for Excellence in Advocacy. Judge Marks received a Bachelor’s degree in Music Education from Miami University.
